The U.S. government officially entered a partial shutdown on October 1, 2025, after lawmakers failed to pass a funding bill. For students, parents, and families, this raises big questions about federal aid, student loans, and school funding. While many key programs continue, some services will slow down or pause.

The Education Department, which manages student loans and financial aid programs, is operating with reduced staff. About 87% of its workforce has been furloughed, though essential personnel handling loans and FAFSA remain on duty.

Federal student loans remain active, and borrowers must continue to make payments on time. The U.S. Department of Education manages a loan portfolio worth about $1.6 trillion, covering nearly 10 million borrowers across more than 5,400 colleges and universities. Even though the shutdown has forced 87 percent of the department’s staff to be furloughed, essential workers remain in place to ensure loans are serviced.

Much of the loan system runs through private contractors, which means monthly payments, auto-debits, and repayment plans continue as normal. Borrowers should not assume payments can be skipped during the shutdown. Missing payments still leads to late fees and negative marks on credit scores.

The Free Application for Federal Student Aid (FAFSA) is still being processed during the shutdown. Applications for the upcoming academic year remain open, and deadlines have not changed. Essential staff at the Education Department continue to oversee FAFSA operations, ensuring that students can apply for aid without disruption.

Students applying for the first time should not delay. Submitting FAFSA early remains the safest way to secure federal aid for tuition, housing, and other education expenses. Families are encouraged to double-check their applications for accuracy, since small errors could create delays even with reduced staff.Key education programs such as Pell Grants, Title I funding for low-income districts, and the Individuals with Disabilities Education Act (IDEA) remain funded and continue to operate. If the shutdown lasts more than a week, Impact Aid becomes vulnerable to disruption. This program supports about 1,200 school districts across the country, many of which serve students in communities affected by military bases or federal land. Without timely payments, some districts may have to adjust budgets or delay hiring. The longer the shutdown continues, the greater the risk for schools that rely heavily on this aid to cover operating costs.

One of the most visible setbacks is in civil rights enforcement. The Education Department’s Office for Civil Rights is not processing new complaints during the shutdown. This office handles cases related to discrimination based on race, sex, or disability in schools and colleges.

Existing cases may still move forward at a slower pace, but new filings will not be investigated until normal operations resume. Families facing discrimination issues are advised to keep detailed records and continue to engage with school officials directly. Once the shutdown ends, cases can proceed through federal channels.

Students and parents should continue to treat student loans as fully active. Payments must be made on schedule, and repayment plans remain in effect. Families should also submit FAFSA forms before the deadline, as processing continues despite reduced staff.

Those relying on new federal grants or school district funding should prepare for delays if the shutdown lasts longer. For civil rights concerns, families should maintain documentation and communication with their schools until the Education Department reopens.

Will I still have to pay my federal student loans during the shutdown?

While this does not stop existing cases entirely, it may slow down timelines for new complaints. Families affected by discrimination should keep detailed records and continue to communicate with schools directly while waiting for federal offices to reopen.

This pause highlights how staffing and funding decisions can directly affect protections for students’ rights in education.

What should students and families do to stay prepared?

First, continue making student loan payments. Skipping payments can lead to late fees and credit problems. Check your loan account online to ensure payments are being applied correctly.

Second, submit FAFSA on time and verify your information. Even though staff are limited, your application will still be processed, and missing details can cause delays.

Third, be aware of potential delays in new grants or programs. Families relying on new federal funding should plan budgets carefully. Contact your school district if you are unsure about funding timelines for specific programs.

Finally, for civil rights concerns, keep documentation and maintain communication with school administrators. This ensures your case is ready to move forward once federal offices resume normal operations.
