The directives, issued through separate written communications from the LG Secretariat, call for significant strengthening of intelligence systems, digital monitoring and inter-agency coordination, ET has learnt.
According to the instructions, the Delhi Police has been asked to maintain a digital record of entities purchasing and selling ammonium nitrate beyond a certain threshold.
The database is to include photographs of buyers and sellers along with other relevant details, enabling tighter surveillance of high-risk transactions. This step is intended to plug monitoring gaps linked to the procurement of materials often used in improvised explosive devices.
Scientific tracking of radicalised content on Meta, X
Saxena has also directed the Police Commissioner to open a formal consultation with major social media platforms including Meta and X (formerly Twitter) for scientific tracking of radicalised content aimed at brainwashing citizens.
The consultations are expected to develop mechanisms allowing early detection of extremist messaging and potential online indoctrination.Authorities in the capital have been asked to ramp up community outreach and citizen engagement for more robust preventive policing. Separately, the Administration has been asked to create a centralised repository containing records of doctors and paramedical staff employed across hospitals, particularly in the private sector. This database will also include details of medical degrees.
In cases where professionals have secured foreign qualifications, the information is to be shared with the police for secondary verification and background checks.
Further instructions have been issued for a structured consultation with digital platforms and financers involved in the sale and purchase of vehicles, especially in the second-hand market.
The LG has directed that vehicle ownership norms be streamlined to ensure that no vehicle is allowed to operate if the registered owner is different from the actual owner. Officials believe this mismatch is particularly common among auto rickshaws, where permit holders and operational owners are frequently not the same.
Red bomb blast: NIA nabs 4 prime accused
The National Investigation Agency on Thursday said it has arrested four more key accused linked to the Delhi blast, taking the total number of arrests to six. The four were taken into custody in Srinagar on production orders issued by the district sessions judge of Patiala House Court.
In its statement, the agency said, “It has identified the accused as Dr Muzammil Shakeel Ganai of Pulwama, Dr Adeel Ahmed Rather of Anantnag, Mufti Irfan Ahmad Wagay of Shopian, all residents of Jammu and Kashmir, and Dr Shaheen Saeed of Lucknow in UP. They had all played a key role in the terror attack that killed several innocent persons and left many others injured.”
All four were earlier held by Jammu & Kashmir Police and Haryana Police after the Faridabad module was busted on November 9. Investigators believe that one associate, Dr Umar un Nabi, later detonated a vehicle-borne improvised explosive device that killed 13 people—including Nabi—and injured 32.
The NIA had previously arrested two others: Amir Rashid Ali, in whose name the car used in the attack was registered, and Jasir Bilal Wani, also known as Danish, who allegedly provided technical support for the operation.
